Academic Calendar

At UVHC, the academic year is divided into two semesters:
first semester (S1) = 28 August 2005 – 28 January 2006 second semester (S2) = 30 January – 1 July 2006.

During the AY 2005/06, the University is closed for vacation:
24 July – 23 August 2005 22 December 2005 – 2 January 2006 19 February – 26 February 2006 16 April– 23 April 2006 23 July– 22 August 2006

Application Procedure
(after selection by home university)

Applicants have to complete the regular ECTS forms which can be found online at http://www.deb.uminho.pt/tacts-meta/downloads.htm :

Furthermore, UVHC requests from applicants to complete its own Application Form which must be completed online on UVHC's homepage:

All forms duly completed must be sent with the following documents by surface mail from the IRO of the home institution to the IRO of the University of Valenciennes for the deadline indicated :
- copy of the academic results for the last two years (any missing information must be supplied later)
- attestation of student registration at home institution
- copy of the valid passport if students require a visa for their studies
As soon as the complete application file arrives, it will be forwarded to the relevant UVHC teaching or research unit.
Each student will receive a written answer once their application has been approved.
Students must have received the letter of acceptance from the UVHC before organizing their mobility.

Documents required

Upon arrival, ALFA students have to contact the IRO of Valenciennes and provide the following documents in order to obtain the UVHC student's card:
- valid passport with visa or national identity card
- student card from home university
- letter of acceptance from UVHC
- health insurance proof if applicable (cf. Insurance Required)
- 3 passport-size photographs

Students who must obtain the French residency permit “carte de séjour”:
Foreign students with exception of students with European Union citizenship, must apply for a temporary resident's card. The following documents are necessary :

•  3 passport-size photographs
•  a birth certificate with official translation into French or English
•  proof of financial resources: 430 € minimum per month (letter from a guarantor, i.e. parents, responsible for finances or grant confirmation) to be translated into French and officially stamped in country of origin; for citizens belonging to European Economic Area (EEA) States and Switzerland, a personal declaration is sufficient
•  proof of social security cover (cf. Insurance Required)
•  medical certificate to be obtained in France
•  proof of domicile to be obtained in France

Accommodation available for exchange students

At the UVHC, students can rent a room in one of the halls of residence which are managed by CROUS, the regional affiliates of the French national student-service agency (http://www.crous-lille.fr/) .

Each year, the IRO reserves a sufficient number of rooms at the main halls of residence for its international students arriving in the framework of a mobility programme.

The halls offer furnished rooms with the possibility to have internet access and shared services such as cafeteria, coin laundries and game rooms.

Monthly rents for students spending a six-months period during AY 2005/06 in Valenciennes at the “Jules Mousseron” Hall ( http://www.crous-lille.fr/residences/rez.php?id=7 ) are:
• single room, furnished with individual bathroom, total area 12.5 sqm, shared kitchen facilities: tariff 2005/06 = 156.50 €/month
• single studio, furnished with kitchenette and private bathroom, total area 14.5 sqm: tariff 2005/06 = 291.15 €/month

A safety deposit of about 150 € will be requested upon arrival by the CROUS which will be given back at the end of the stay, if no damage has been done in the room.

Financial help “allocation de logement” is available to students of any nationalities who rent housing in France . The precise amount of the monthly assistance varies according to the student's income, the type of housing and the amount of the rent. For the “Jules Mousseron” hall, the assistance is “Allocation de logement social” (ALS). Payments are made by local family assistance funds (Caisse d'Allocation Familiale CAF). In order to obtain financial housing assistance, students need to have the residency permit. At Jules Mousseron, count on around 35 € / month for a single room and on around 115 € / month for a single studio.

Students will have to complete a guarantee form to be filled in by a EEA citizen, otherwise the rent must be paid in advance every three months.

Cost of living Provisional monthly budget required : 430 € in order to obtain the residency permit. According to the accommodation booked, the budget required should be higher.
Few price guidelines :
- UVHC student card (giving full access to all University services, library, canteen, etc. covering insurance and giving reductions for cultural events and public transport) 18.43 €
- a University canteen ticket 2.65 €
- food (local supermarket June 2005):
• 1 kg potatoes = 1.00 €
• 1 kg rice = 0.63 €
• 1 kg rump steak = 15.25 €
• 1 kg apples = 1.20 €
• 1 l whole milk sterilized = 0.76 €
• 1 l mineral water = 0.28 €
• 1 “baguette” French bread 250 g = 0.50 €
- public transport in Valenciennes (bus only):
• single ticket = 1.30 €
• monthly student card = 28.50 €
- Leisure activities in Valenciennes:
• national museum = free for student card holders
• national theatre = 20 € for 5 events (abo jeunes 2005/06)
• concerts = prices range from free to about 30 €
• cinema = from 5 to 8 €
- general practitioner (doctor) = 20 €
Free medical care such as vaccinations and health advice available on campus.
Language courses offered French courses are offered free of charge to international students at three levels (beginners, intermediate and advanced) during the whole AY. Courses are taught at the Faculty of Humanities and classes start in October.
Orientation/Welcome Programme

An integration seminar is offered to international students arriving in the framework of a mobility programme before classes begin. The seminar covers discovery of Valenciennes area, the University resources and facilities and assistance aiming at facilitating all the administrative procedures necessary for settling in.

Visa and other permits

Visa requirements:
According to the citizenship and the duration of stay in France, a visa may be required before departure. Students have to check the conditions online at the homepage of the French Ministry of Foreign Affairs (in Spanish, English or French) :

Citizens belonging to the European Economic Area (EEA) States do not require a visa to enter France. The must bring with them a valid national identity card or their national passport.

Students who are not belonging to those countries and who want to stay longer than 3 months, have to apply for a long-stay student visa (“visa de long séjour”) at the French Embassy or Consulate in their home country. Residency permit:
Once in France , students must obtain within a period of two months after their arrival a temporary residency permit “carte de séjour temporaire” showing their student status. International students must obtain such a permit with the exception of students with European Union citizenship. The UVHC has an agreement with the government center “Préfecture” to enable students at UVHC to obtain this permit more easily. Files can be presented to the relevant bureau on the campus.

Insurances required

Health Care:
International students must have compulsory social security cover regardless of the duration of their study period.

Students from countries outside the European Union and the European Economic Area States must join the French social security regime for students if studying in France for more than three months. In 2005/06 the cost is 180 €.

It is optional, but recommended to join a student mutual fund (about 110 € for basic medial care).

School Insurance:
All regular enrolled students are covered by insurance taken out by the University.

From Valenciennes main station, students should take the bus to go directly to the hall of residence.
UVHC offers a pick-up service at the airport for ALFA students. They should get in contact with the IRO in order to confirm exact arrival date, hour, airport and flight number, but not later than ten working days before arrival. IRO will then book a private shuttle service.

Students must pay attention to the fact that the University of Valenciennes is closed during summer holidays from 23 July to 22 August 2006.

Students planning to arrive at the end of August / beginning of September and wishing to benefit from the pick-up service, have to advise the IRO before 14 July, national bank holiday in France .
